Toenail stopped growing?

I don't remember doing anything to my toenail, but it started hurting and stopped growing about 6 months ago. I don't mean that it's growing very slowly, but that it really stopped growing at all. My primary doctor said that the top part of it lifted off from the bed. The part near the bottom's been turning white slowly, but without growing out. Also, the part where the nail meets the skin on one side on the bottom is swollen and has been hurting since the beginning. Any ideas? Is it okay for a nail to stop growing without medical attention?
