pulmonologist treatment

I have emphysema for a few years now I am still bing treated by my family physician. When does one go to see a pulmonolgist? I told my family physician I would like to go see a pulmonologist and he says he can treat me and a pulmonologist is not necessary for me. How do I know he is correct?
