COPD

Hi All,
I have a question. My mother has COPD. She lives over 3,000 miles from me and I have no knowledge of what COPD really is other than obstructive Pulmonary Disease. She said she is on oxygen at 8. What does that mean? I get the feeling she is telling me she is dying, but I'm not sure if she really is or if there is something more she is not telling me. Can anyone help me? Thanks
