copd and oxygen therapy

what 02 flow level is recommended for a copd patient in an outpatient setting where no bipap is available? I was taught that you keep your 02 flow at 2-3l to avoid "knocking out" the hypoxic drive in chronic lung patients. Is it detremental to have their O2 sat as high as 95% or greater? please explain the pathophysiology of the hypoxic drive so I can relay it to my CRNA.
